| Our Client and the Role:
Our client is a leading fuel supply and distribution company operating in Europe, Middle East and Asia. They provide vital services in fuel management and supply to both the military and private companies operating in post conflict and remote areas.
They are seeking Transport Manager to be based in Afghanistan. The position is permanent on an open ended contract.
The successful candidate will be responsible for the management and control of all contracted transport in AFG. You will monitor movement of all contracted Fuel Transport within AFG.
You will co-ordinate with the Company PAK in order to ensure the timely deliveries from PAK transporters. You will co-ordinate with the Company PAK in regards to the Customs paperwork associated with transport. You will be capable of reacting to any expansion plans to Company Operations within the AFG. You will comply with Code of Business Ethics and Conduct at all times. You will have operational control of all contracted Fuel transport within AFG. You will be responsible for the successful forecasting, control and co-ordination of all transport within Afghanistan for the Company. You will produce a monthly forecast of required transport to include projected volumes. You will produce a detailed weekly plan for the transport contractors of required vehicle numbers by location and route. You will co-ordinate with the Site and Regional Managers as to the fuel movement requirement. You will ensure that all contractors provide the correct documentation for loading, discharge and movement within AFG. You will ensure that the contractor’s vehicles are of the correct standard as required by the contract and that repairs and modifications are carried out when needed. You will liaise with ISAF Mov Cons to ensure that movement information is passed to Company contractors and that convoy movement is given to ISAF. You will ensure that contractors report incidents and accidents within AFG in a timely manner as stated in the contract. You will investigate and report on incidents and accidents as required. You will be well versed in the contractual obligations of the contractors and ensure that both Company and the contractors abide by the contract. You will maintain an up to date list of all contractors fleets within AFG to include, make, truck plate, capacity and axles. You will monitor fuel losses in transit and reduce these where possible. You will monitor the progress of convoys to their location, and ensure to inform the customer daily of progress. You will liaise with Head Office Logistics Manager in regards to contractor performance against contract in order to assess suitability for contract extension, award and pricing. You will ensure that you are trained and competent in the use of Business Management System (BMS) Finally, you will seek out new Business Opportunities with the allocated region and ensure CRM is aware of these opportunities.
Knowledge and Skills:
The successful candidate will have proven experience of Transport Fleet Management preferably within a fuel environment.
You will have extensive experience of Contract Management. You will have proven leadership, management and Change Management experience in fuel or general logistics.
You will have experience working in a downstream fuel environment.
You will have proven ability to work in remote, arduous locations, or a clearly expressed commitment to do so for 12 months.
Past experience within Iraq, Pakistan or Afghanistan is highly beneficial as is working in any remote or isolated location.
You should possess excellent communication skills in English and ideally one other language, able to adapt to rapid changes in a positive manner and work to tight deadlines.
Superb communication skills and instant credibility are essential as you will be inter-facing with a number of people from different backgrounds, nationalities and religions.
You will be resourceful with a flexible outlook, have the ability to multi-task in order to handle competing priorities and be able to fit in to an international dynamic and multi-cultural environment. Finally you should possess basic pc / computer skills.
The work rota is the 10 weeks on 3 weeks off.
